terms the NRC is defining in Sec. 73.2 of this proposed rule.
Enhanced weapons are weapons registered under the National Firearms
Act (e.g., machine guns, short-barreled shotguns, and short-barreled
rifles). Standard weapons are all other weapons. Covered weapons are
enhanced plus standard weapons.

they previously were not authorized to possess. Licensee and
certificate holder applications for enhanced weapons authority and
preemption authority are both voluntary. Subsequent to the enactment
of the EPAct, NRC staff and U.S. Department of Justice (DOJ)
staff,including the Federal Bureau of Investigation (FBI) and the U.S.
Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF), began
development of the Firearms Guidelines
