Guidelines for the Antiterrorism and Emergency Assistance Programfor
Terrorism and Mass Violence Crimes; Notice Federal Register / Vol. 67,

(Pub. L. 104-132), the Omnibus Consolidated Appropriations Act of1997
providing victim assistance services in the aftermath of cases of mass violence.
Federal agencies are not expected to make a contribution.
Assisting victims of crime, to carry out a training and technical
assistance program, to provide services for victims of federal crimes,
assistance services for victims of terrorism or mass violence, and to
support fellowships and clinical internships. These final Guidelines
provide specific information for the administration in 42 U.S.C. Sec.
10603b and Sec. 10603c. representatives in federal agencies Perea

six specific areas of the Guidelines: Coordination, pre-crisis
interventions, application process and
allowable activities, and definitions.
