established for Government aviation users whose agencies haveformal
agreements with DOI, NBC, Aviation Management and are authorized to
order services from those agreements and contracts. Ordering
instructions contained within each contract or agreement should be

Existing and new ARA agreements will be in the process of change
toinclude award of new agreements and cancellation of existing
agreements starting October 1, 2011 and thereafter.
It is imperative that you identify anticipated ARA work to be
performed after October 1, 2011 AND identify the ARA contractor you
wish to use. Notify john_macbride@nbc.gov for the Lower 48 States or
ryan_lorimer@nbc.gov for Alaska/Hawaii.
If no notice is received by the CO then the ARA could be adversely
affected by the coming changes.

What is a Requestor ?
*. A requestor is a person who places an order directly with a Vendor
against the Aircraft Rental Agreement.
*. They must have their Bureau's authorization to order aircraft.
*. They must have the knowledge tocomplete the Flight Services Request
Form, OAS-91.
Procedures for Requestors Placing Orders Against the Aircraft Rental Agreement
The requestor shall complete a Flight Services Request Form (OAS-91)
for all flights and submitthe completed form to amd91@nbc.gov . If
your estimate exceeds $25,000.00, contact yourFlight Coordination
Center or the Contracting Officer.
What is the Best Value to the Government?
Orders for service shall be placed with the Vendor who is determined
to represent the best value to the Government, using tradeoff
analysis. In selecting an aircraft, the requestor shall evaluate
Vendors by trading-off the differences in capability and price. If one
Vendor has both the better capability and the lower price, then that
Vendor will be the best value. If one Vendor has the better capability
and the higher price, the requestor will decide whether the difference
in capability is worth thedifference in price. If the
requestorconsiders the better capability to be worth the higher price,
then the more capable, higher priced Vendor will represent the
ultimate best value to the Government.
The requestor shall document the vendor price analysis on the
secondtab of the Flight Services Request Form (OAS-91). Selection of
threesources within the local area to compare best value criteria will
meet this competition requirement. When selecting a Vendor with the
better capability but a higher price,the requester shall place a short
explanation to support this decisionon the OAS-91.
Once the selection is made, it is the bureau personnel's
responsibility to ensure the aircraftand pilot offered by the vendor
are approved for the mission.
