DIVISION A--OMNIBUS CONSOLIDATED APPROPRIATIONS That the following
sums are appropriated, out of any money in the Treasury not otherwise
appropriated, for the several departments, agencies, corporations and
other organizational units of the Government
For necessary expenses of the Office of the Secretary of Agriculture,
and not to exceed$75,000 for employment under 5 U.S.C. 3109,
$2,836,000: Provided, Thatnot to exceed $11,000 of this amount, along
with any unobligated balancesof representation funds in the Foreign
Agricultural Service, shall be available for official reception and
representation expenses, not otherwise provided for, as determined by
the Secretary: Provided further, That none of the funds appropriated
or otherwise made available by this Act may be used to pay the
salaries and expenses of personnel of the Department of Agriculture to

That no other funds appropriated to the Department by this Act shall
be available to the Department for support of activities of
congressional relations: Provided further, That not less
than$2,241,000 shall be transferred to
agencies funded by this Act to maintain personnel at the agency level.
$10,000 shall be available for employment under 5 U.S.C. 3109, and not
to exceed $2,000,000 may be usedfor farmers' bulletins.
Office of the Inspector General For necessary expenses of the
Office of the Inspector General, including employment pursuant
Inspector General Act of 1978, $65,128,000, including such sums as may
be necessary for contracting and other arrangementswith public
