SYRIA: BAN BRIEFED BY UN DISARMAMENT CHIEF ON LATEST DEVELOPMENTS - UN
SPOKESPERSONNew York, Aug 31 2013 3:00PMSecretary-General Ban Ki-moon
today met with the top United Nations disarmament official, just back
from Damascus, on the chemical weapons investigation and the latest
developments in Syria. The meeting comes as the UN inspection team
arrived in the Netherlands earlier today to carry out a rapid analysis
of samples gathered.
UN Spokesperson Martin Nesirky
<"http://www.un.org/sg/offthecuff/index.asp?nid=2960 ">told reporters
in New York that Mr. Ban met with UN High Representative for
Disarmament Affairs Angela Kane for over an hour.
"Ms. Kane briefed the Secretary-General on her trip and on the current
status of the investigation," Mr. Nesirky said, adding that that she
thanked the Syrian Government and opposition for their cooperation
during this mission. Ms. Kane had been in Damascus, at Mr. Ban's
request, meeting with the Syrian Government to facilitate access for
the team of inspectors, who arrived on 18 August.
"Ms. Kane reported that the mission was able to conduct a wide range
of fact-finding activities pertaining to the 21 August incident in the
Ghouta area," he added.
The inspection team, led by Swedish scientist Dr. Åke Sellström, is
now in The Hague, the headquarters of the Organization for the
Prohibition of Chemical Weapon (OPCW), which is assisting the probe,
along with the UN World Health Organization (WHO).
The team will spend the day collating the samples and other evidence
prior to sending them for testing in laboratories in Europe.
As soon as the team receives the results of the laboratory analysis of
its samples, the conclusions will be transmitted to Mr. Ban who "looks
forward to receiving the findings as soon as possible" so they can be
promptly presented to the 193 Member States and to the Security
Council, Mr. Nesirky said.
Mr. Ban spoke briefly to Mr. Sellström earlier today by telephone to
thank him for his work, the spokesperson said. Mr. Ban will be briefed
in more detail by him tomorrow. Mr. Nesirky also noted that Mr. Ban is
in touch with Ambassador María Cristina Perceval of Argentina, which
holds the rotating Security Council presidency for August, and with
Ambassador Gary Quinlan of Australia, which will take the presidency
in September. Aug 31 2013 3:00PM

Awá-Guajá people NOT TO BE CONFUSED WITH Awa-Kwaiker people who are of Drug areas northern Ecuador (provinces of Carchi and Sucumbios) and southern Colombia
The Awá or Guajá are an endangered indigenous group of people living
in the eastern Amazon forests of Brazil. There are approximately 350
members and 100 of them have no contact with the outside world. Their
language is in the Tupi–Guaraní family. Originally living in
settlements, they adopted a nomadic lifestyle about 1800 to escape
incursions by Europeans. During the 19th century, they came under
increasing attack by settlers in the region, who cleared most of the
forests from their land. From the mid-1980s onward, some Awá moved to
government-established settlements, but for the most part they were
able to maintain their traditional way of life, living entirely off
their forests, in nomadic groups of a few dozen people, with little or
no contact with the outside world.
In 1982, the Brazilian government received a loan of 900 million USD
from the World Bank and the European Union. One condition of this loan
was that the lands of certain indigenous peoples (including the Awá)
would be demarcated and protected. This was particularly important for
the Awá because their forests were increasingly being invaded by
outsiders. There were many cases of tribespeople being killed by
settlers, but perhaps more significantly, the forest on which they
depend was being destroyed by logging and land clearance for farming.
Without government intervention it seemed very likely that the Awá and
their ancient culture would become extinct.
However, the Brazilian government was extraordinarily slow to act on
its commitment. It took twenty years of sustained pressure from
campaigning organisations such as Survival International and the
Forest Peoples Programme before, in March 2003, the Awá's land was
finally demarcated.
During this time, encroachment on their land and a series of massacres
had reduced Awá numbers to about 300, of whom only about 60 were still
living their traditional, isolated, hunter-gatherer way of life.

ON INTERNATIONAL DAY, UN EXPERTS URGE GREATER PROTECTION FOR THOSE
FIGHTING FOR RIGHTS OF DISAPPEARED PERSONS
New York, Aug 30 2013 9:00AM
A group of United Nations human rights experts today urged greater
protection for relatives and civil society groups fighting for the
rights of victims of enforced disappearances, noting that they are the
subject of intimidation and reprisals and require special support from
UN Member States.
"Families of the disappeared and non-governmental organizations (NGOs)
are sometimes the only voices in their countries calling for truth,
justice and reparation for the victims and highlighting the plight of
the disappeared both nationally and internationally," said the experts
from the UN Committee on Enforced Disappearances and the UN Working
Group on Enforced or Involuntary Disappearances.
"Given their fundamental role, many of them are vulnerable to
intimidation and face obstacles in their fight to prevent and tackle
enforced disappearances," they said in their joint statement marking
the <" http://www.un.org/en/events/disappearancesday/"> International
Day of the Victims of Enforced Disappearances
.
The Working Group was established by the UN Commission on Human Rights
in 1980 to assist families in determining the fate and whereabouts of
disappeared relatives. It seeks to establish a channel of
communication between the families and the Governments concerned to
ensure cases are investigated.
The International Day was proclaimed by the General Assembly in
December 2010, in a resolution which expressed its deep concern over
the increase in enforced or involuntary disappearances in various
regions of the world.
The Working Group has listened to testimony from relatives working to
discover what happened to their loved ones, who have told the experts
about the risks of speaking out. "Shortly after submitting our cases
to the Working Group, police officers started visiting our homes
asking us why we had 'sued' the Government," the relatives said.
"We are calling on States to take or strengthen measures to protect
relatives and civil society groups working on issues related to
enforced disappearances and prevent and punish any act of
intimidation, persecution or reprisal," the experts said.
A shortage of funds is also a constant challenge for NGOs fighting for
justice and the Working Groups expressed concern for these "serious
constraints" which can have devastating effects for organizations
trying to provide support for victims' families.
"Today, we again pay tribute to relatives, civil society organizations
and all those women and men who untiringly toil for the rights of the
victims of enforced disappearance and to eradicate this heinous
practice," the members of the Working Group and the Committee said.
"We call upon States and donors to renew their commitment to the fight
against enforced disappearances, in particular by providing adequate
support to these key individuals and groups who work so hard and so
courageously."

Since August 21 2013 a perplexing approach to Congress on Fuel Index lets approach for the Tax Payers concern Internation
Subject: Low live and dead fuel moistures, along with persistent
drought have created the potential for
active to extreme fire behavior in Southern California.
Discussion: All of California is experiencing drought conditions.
Effects of lower than normal live and dead
fuel moistures and observed fire behavior for 2013 are the focus of
this advisory. Although some areas received
locally heavy monsoonal precipitation, it was of short duration. It
will only have a temporary effect on fuel
conditions.
Difference From Normal Conditions: Drought conditions ranging from
abnormally dry to severe exist and
are expected to persist or intensify. The entire area is deficient in
rainfall and snow pack, resulting in fuels that
are 4-8 weeks ahead of normal drying/curing rates.
Concerns to Firefighters:
Energy Release Component (ERC) values at numerous weather stations
are well above normal and
many are at record maximums. Expect increased fire intensity and
spread rates in these areas. Early
season extreme fire behavior has been observed especially in brush
fuel types. Anticipate increased
spread rates, spotting, and active night time burning.
The combination of persistent drought and record-low rainfall and
snowpack amounts has led to very
low live and dead fuel moistures. Low 1000-hour fuel moistures have
been evidenced by complete
consumption of dead fuels on recent fires. Live fuel moistures for
Chamise have already reached critical
levels of 60% or less in many areas. Expect fires to ignite easier and
spread faster. Anticipate
higher resistance to control in all fuel types.
Active fire behavior can extend well into the night and early
morning hours even with moderate RH
recovery. Already this year, Southern California has experienced large
fire activity and multiple team
deployments. It is important to be mindful of and manage fatigue for
all resources. Everyone, every
day, returns home safely.
Mitigation Measures:
Local and inbound fire personnel need to be aware that fire behavior
is exceeding normal expectations
for this time of the year. Local briefings need to be thorough and
highlight specific fire
environment conditions. These include but are not limited to local
weather forecasts, Pocket
Cards, ERC's, live and dead fuel moistures, and special fuel
conditions such as mortality,
Sudden Oak Death and frost killed brush, etc.
Suppression actions need to be based on good anchor points, escape
routes, and safety zones.
Remember LCES. Experienced lookouts are essential under these conditions.
Base all actions on current and expected behavior of the fire.
Augment initial attack resources as
incident activity dictates.

NATURAL RESOURCES CONSERVATION SERVICE
CONSERVATION PRACTICE STANDARD
MOLE DRAIN
(Ft.)
CODE 482
DEFINITION
An underground conduit constructed by pulling a
bullet-shaped cylinder through the soil.
PURPOSE
To establish a system of subsurface earthen
channels for removal of trapped surface and
subsurface water.
CONDITIONS WHERE PRACTICE APPLIES
This practice applies where the use of buried
drains is physically or economically impractical
to complete the drainage required. Mole drains
may be used in fields with highly cohesive or
fibrous soils that are free of stones, gravel, or
sand lenses if the area served is small and if an
outlet is available or can be constructed to
provide continuously free outfall from the drains.
They may also be used as a supplement to
other drains.
CRITERIA
Planned work shall comply with all federal, State
and local laws and regulations.
Size. The minimum diameter of a mole drain
shall be 4 inches. A 6-inch mole will usually
create a hole approximately 4½ inches in
diameter.
Location, grade, and length. The location,
grade, length of line, depth, spacing and size of
drains, and the outlet protection for such drains
shall meet requirements of NRCS National
Engineering Handbook, Section 16, Drainage, or
as modified by approved local drainage guide.
Outlet. Outlets must have sufficient depth and
capacity to provide continuous free outfall.
CONSIDERATIONS
When planning this practice, consider the
effects:
• on runoff, infiltration, deep percolation, and
potential ground water recharge.
• on existing wetland hydrology.
• of increased drainage waters on
downstream baseflow.
• of an increase in dissolved substances that
may be discharged to streams or aquifers.
• on reduction in the yields of sediment or
sediment-attached substances.
• on downstream water quality, water use,
and water temperature.
PLANS AND SPECIFICATIONS
Plans and specifications for installing mole
drains shall be in keeping with this standard and
shall describe the requirements for proper
installation of the practice to achieve its intended
purpose.
Mole drains shall be installed according to an
approved plan, or as modified by an authorized
technician at the site.
OPERATION AND MAINTENANCE
Operation and maintenance shall consi

NATURAL RESOURCES CONSERVATION SERVICE
CONSERVATION PRACTICE STANDARD
MOLE DRAIN
(Ft.)
CODE 482
DEFINITION
An underground conduit constructed by pulling a
bullet-shaped cylinder through the soil.
PURPOSE
To establish a system of subsurface earthen
channels for removal of trapped surface and
subsurface water.
CONDITIONS WHERE PRACTICE APPLIES
This practice applies where the use of buried
drains is physically or economically impractical
to complete the drainage required. Mole drains
may be used in fields with highly cohesive or
fibrous soils that are free of stones, gravel, or
sand lenses if the area served is small and if an
outlet is available or can be constructed to
provide continuously free outfall from the drains.
They may also be used as a supplement to
other drains.
CRITERIA
Planned work shall comply with all federal, State
and local laws and regulations.
Size. The minimum diameter of a mole drain
shall be 4 inches. A 6-inch mole will usually
create a hole approximately 4½ inches in
diameter.
Location, grade, and length. The location,
grade, length of line, depth, spacing and size of
drains, and the outlet protection for such drains
shall meet requirements of NRCS National
Engineering Handbook, Section 16, Drainage, or
as modified by approved local drainage guide.
Outlet. Outlets must have sufficient depth and
capacity to provide continuous free outfall.
CONSIDERATIONS
When planning this practice, consider the
effects:
• on runoff, infiltration, deep percolation, and
potential ground water recharge.
• on existing wetland hydrology.
• of increased drainage waters on
downstream baseflow.
• of an increase in dissolved substances that
may be discharged to streams or aquifers.
• on reduction in the yields of sediment or
sediment-attached substances.
• on downstream water quality, water use,
and water temperature.
PLANS AND SPECIFICATIONS
Plans and specifications for installing mole
drains shall be in keeping with this standard and
shall describe the requirements for proper
installation of the practice to achieve its intended
purpose.
Mole drains shall be installed according to an
approved plan, or as modified by an authorized
technician at the site.
OPERATION AND MAINTENANCE
Operation and maintenance shall consi

UN AGENCY URGES RESTRAINT AFTER STAFF MEMBER IS SHOT DEAD BY ISRAELI
FORCESNew York, Aug 26 2013 4:00PMThe UN agency tasked with assisting
Palestinian refugees today called for restraint from all parties after
receiving confirmation that one of its staff members was shot and
killed by Israeli forces this morning.
In a <"http://www.unrwa.org/etemplate.php?id=1856">statement, the UN
relief and Works Agency for Palestine Refugees in the Near East
(UNRWA) said the staff member was killed instantly in an operation in
the Kalandia refugee camp in the Occupied West Bank.
"Credible reports say that he was on his way to work and was not
engaged in any violent activity. He was shot in the chest," UNRWA
spokesperson Chris Gunness said of the 34-year-old staff member who
lost his life.
"Another UNRWA staff member, a sanitation labourer, was shot in the
leg during the same operation and is in a stable condition. An UNRWA
investigation is ongoing."
Three people in total were killed during the operation, and about 20
injured, some of them seriously.
UNRWA condemned the killing and called on all sides to "exercise
maximum restraint and to act in accordance with obligations under
international law."Aug 26 2013 4:00PM

AG2 TROPICAL REPORT AUGUST 25 2013
1. FORMATION OF A SIGNIFICANT TROPICAL CYCLONE IS POSSIBLE WITHIN
150 NM EITHER SIDE OF A LINE FROM 10.3N 130.5E TO 17.4N 126.5E
WITHIN THE NEXT 12 TO 24 HOURS. AVAILABLE DATA DOES NOT JUSTIFY
ISSUANCE OF NUMBERED TROPICAL CYCLONE WARNINGS AT THIS TIME. WINDS
IN THE AREA ARE ESTIMATED TO BE 18 TO 22 KNOTS. METSAT IMAGERY AT
242330Z INDICATES THAT A CIRCULATION CENTER IS LOCATED NEAR 11.2N
130.0E. THE SYSTEM IS MOVING WEST-NORTHWESTWARD AT 09 KNOTS.
2. REMARKS: THE AREA OF CONVECTION PREVIOUSLY LOCATED NEAR 10.4N
132.0E IS NOW LOCATED NEAR 11.2N 130.0E, APPROXIMATELY 565 NM EAST-
SOUTHEAST OF MANILA, PHILIPPINES. ANIMATED MULTISPECTRAL SATELLITE
IMAGERY SHOWS BUILDING DEEP CONVECTION OVER A WELL-DEFINED LOW LEVEL
CIRCULATION CENTER, BASED ON AN OLDER 241452Z OSCAT PASS. ALTHOUGH
THE WIND SPEEDS REMAIN WEAKER NEAR THE CENTER, THE IMPROVING UPPER
LEVEL DIVERGENCE WILL ALLOW FOR INCREASED VENTILATION OF THE SYSTEM
OVER THE NEXT 24 HOURS. IN COMBINATION WITH FAVORABLE SEA SURFACE
TEMPERATURES, THE POSSIBILITY FOR FURTHER DEVELOPMENT CONTINUES TO
IMPROVE. CURRENTLY MUCH OF THE DEEPEST CONVECTION IS LOCATED WITHIN
THE SOUTHERN HALF OF THE SYSTEM. MAXIMUM SUSTAINED SURFACE WINDS ARE
ESTIMATED AT 18 TO 22 KNOTS. MINIMUM SEA LEVEL PRESSURE IS ESTIMATED
TO BE NEAR 1006 MB. DUE TO THE IMPROVING OVERALL ENVIRONMENT, THE
POTENTIAL FOR THE DEVELOPMENT OF A SIGNIFICANT TROPICAL CYCLONE
WITHIN THE NEXT 24 HOURS IS HIGH.
3. THIS ALERT WILL BE REISSUED, UPGRADED TO WARNING OR CANCELLED BY
260130Z.
