The problem in The United States in media is not the Regulations to
High end of Periodical cluster media but to the Residence in the Lower
end of Periodical cluster media. In that a Subscriber of The Union
Democrat a California Newspaper founded in the 1850's currently in a
Periodical cluster media to The Postal Service but in Contract to
Woman and Minoritie in such the enumation of the Media does not
qualify a delay per following Economic Factors Influence the Number of
Media
Outlets in Local Markets, While Ownership by Minorities and Women
Appears Limited and Is Difficult to Assess the level of minority- and
women-owned
broadcast outlets; the influence of economic Federal Communications
Commission (FCC), the Department of Commerce, trade associations,
and the industry. While the media industry provides the public
with many national choices, media outlets located in a local market are
more likely to provide local programs that meet the needs of residents
GAO Found:
The numbers of media outlets and owners of media outlets generally
increase with the size of the market; markets with large populations
have more television and radio stations and newspapers than less
populated markets. FCC collects data on the gender, race, and
ethnicity of broadcast owners to, according to FCC, position itself and
the Congress to assess the need for, and success of, programs to
foster minority and women ownership. However, these data suffer from
three
weaknesses: (1) exemptions from filing for certain types of broadcast
stations, (2) inadequate data quality procedures, and (3) problems with
data storage and retrieval. These weaknesses limit the benefits of this
data collection effort. While reliable government data are lacking,
available evidence suggests that ownership of broadcast outlets by
minorities and women is limited. Several barriers contribute to the
limited levels of ownership by these groups, including a lack of easy
access to sufficient capital.
A variety of economic, legal and regulatory, and technological factors
influence media ownership. Two economic factors—high fixed costs but
the cost of The Monthly rate in Mail Subscription is $11.00 a month
and in such does not meet GAO High end of Periodical cluster media but
formate into a standard Periodical such as a Newspaper in The Same
Country in Newspaper has Standard editorial but contents is for profit
and not non Profit the weight is a 5 day a week published Newspaper
and weight less then a not over 5 pounds the distance is 60 miles from
the publisher of Newspaper and is Presort by Zip code which is
automation compatibility allows a The Postal Reorganization Act and
does not quailfy for GAO into Periodical cluster media and allow
delivery as a Individual Subscriber and NOT a Periodical cluster
